(2) Department to report proposed projects. Subject to s. 85.05, the
3department of transportation shall report to the commission not later than
4September 15 of each even-numbered year and at such other times as required under
5s. 84.013 (6) concerning its recommendations for adjustments in the major highway
6projects program under s. 84.013.
If the report under this subsection includes a
7recommendation to enumerate one or more major highway projects under s. 84.013
8(3), the department of transportation shall provide a life cycle cost statement for each
9proposed project to the governor, the transportation projects commission, the
10building commission, and the joint committee on finance. The life cycle cost
11statement shall include an estimate of the costs of constructing, maintaining,
12resurfacing, minor and major reconditioning, policing, plowing, painting, signing,
13and reconstructing the major highway project until the first reconstruction of the
14project is completed.".

(35) HR Academy, Inc., youth and family center. (a) The building
18commission may authorize up to $1,500,000 in general fund supported borrowing to
19aid in the construction of a youth and family center for HR Academy, Inc., in the city
20of Milwaukee. The state funding commitment under this paragraph shall be in the
21form of a grant to HR Academy, Inc. Before approving any such state funding
22commitment, the building commission shall determine that HR Academy, Inc., has
23secured additional funding at least equal to $3,500,000 from nonstate donations for
24the purpose of constructing a youth and family center.

(32r) Debt increase for construction of the Discovery Place museum. 8(a) Subject to par. (b), the building commission may authorize $1,000,000 of general
9fund supported borrowing to aid in the construction of the Discovery Place museum
10as part of the Heritage museum in the city of Racine. The state funding commitment
11for the construction of the museum shall be in the form of a construction grant to
12Racine County. Before approving any state funding commitment for the museum
13and before awarding the construction grant under this paragraph, the building
14commission shall determine that Racine County has secured additional funding
15commitments of at least $1,000,000 from nonstate revenue sources.

15actively engaged in on-site construction of one- and 2-family housing; 2 members

172-family housing; one member shall be an architect, engineer or designer actively

19represent the construction material supply industry;
one member shall represent
20remodeling contractors actively engaged in the remodeling of one-family and

23the department designated by the secretary of commerce shall serve as nonvoting
24secretary of the council. The council shall meet at least twice a year. Eleven members
